چکيده
Because they depend on centralized infrastructures, which introduce sole points of failure and
major hazards pertaining to citizen privacy and data integrity, classic e-government systems
are becoming more and more weak. Integration of the Internet of Things (IoT) adds even more
difficulties as urban settings change into data-intensive smart cities by bringing in great
quantities of sensitive information from resource-restricted devices. To create a decentralized
and resilient governance structure, this study suggests a secure, layered data transfer system
integrating blockchain technology and the IoT.
Using a consortium blockchain topology namely, the modular Hyperledger Fabric architecture
the system guarantees administrative control while getting rid of centrally based weaknesses.
To preserve tight confidentiality and enable selective data disclosure, the system uses cuttingedge
cryptographic methods including Zero-Knowledge Proofs (ZKP) and policy-hiding
Attribute-Based Encryption (ABE). The system combines edge computing for local processing
and the InterPlanetary File System (IPFS) for effective off-chain storage to solve performance
bottlenecks and scalability issues found in distributed ledgers. Moreover, using verifiable
credentials and decentralized identifiers (DIDs) moves identity management toward a selfsovereign
model, hence strengthening user trust and privacy. Decentralized resilience is shown
to be crucial for preserving the public good in an increasingly linked digital environment; hence
this study offers a conceptual and practical basis for upcoming e-government systems.
