Project based organizations usually consist of several departments which includes Engineering, Procurement, Construction & Commissioning, Planning & Project control, Contracts, Financial, Administration & etc. In such organizations, the Procurement Department regularly has the responsibility of supplier selection. Supplier selection and basically supply process, is very important in project based organizations. The main reason is that procurement costs for a project is very high and usually forms more than half of the project costs. Furthermore, quality of the supplied goods has a major role in client’s satisfactory & good performance of constructed plants. The importance will be more egregious when considering that most of the ongoing projects are national projects and all countrymen are beneficiary in them. Nevertheless, most corporations don’t select their suppliers scientifically. Traditional & non-scientific methods usually consider only financial criterion and ignore other important criteria. However, scientific methods use multiple criteria for supplier selection which results in using multi criteria decision making methods.
In this thesis, supplier selection criteria in project based organizations are reviewed and categorized. First, important criteria are extracted from literature and those with more use are selected. Then these criteria are categorized and final criteria are selected using interview with experts and questionnaire. In the next step, Electre III multi criteria decision making method is used in a real case. The case is supplier selection in Petropay Company which is a project based organization. Electre III method is used because it can consider uncertainty in decision making problems.
