Abstract
Primitive neighborhoods of cities not only cultural heritage but also texture and urban features are special places. A plenty of these textures are in danger of losing their identity and traditional role. So if vital actions aren’t done for the continuation of these textures’ features, the collapse of these neighborhoods’ traditional and cultural system will be occurred. Therefore, deteriorated urban fabrics have been changed to one of the most important urban topic in recent decades and in relation to strategies of upgrading and renovating, problems and contrasting with the spread of these fabrics, a number of various theories and approaches have been put forward. Generally, goals of sustainable development coordinate with ones of upgrading and renovating. That is to say, consequences of upgrading and renovating are in research of achieving principals of urban sustainable development.
In this regard, this research with studying Baqshater neighborhood as the case study seek to achieving the norms of diversity, accessibility, environmental activism, interconnectedness of physical, functional and natural, universal and context-oriented in upgrading and renovating Baqshater neighborhood. To perform this study, the method of descriptive – analytical is used and the aim of this research is applied. In this study, survey and library-based methods have been used and also in order to collect data, interview (10) questionnaire (100) and field harvest tools was used.
According to examining the characteristics of Baqshater and data analysis by the combined method of AHP-SWOT, the results of the final evaluation of SWOT factors In the framework of AHP model indicate that in the group of strengths, location of the neighborhoods in Tehran’s mountain trails (s5, 0.32), relatively high security (s10, 0.024) and easy access to other parts of the city (s2, 0.22) are the most important strengths, respectively. In the group of weaknesses, poor quality of buildings (w10, 0.058), lack of cultural, sport and parking facilities (w11, 0.043), narrow and Inaccessible passages (w3, 0.041) are the most noticeable weaknesses in Baqshater neighborhood. Potential recreational-tourist spaces (O4, 0.094), Immense barren lands (O9, 0.079), improving environmental quality of the neighborhood by Upgrading and renovating (O10, 0.060) are the most important opportunities, respectively. In the group of threats, Neglecting to change the neighborhood in relation to the new needs (T1, 0.040), increase in the neighbor’s deterioration (T8, 0.032), failure to control population and buildings growth (T4, 0.024) are the most important threats, respectively. Based on the final analysis in this study, some strategies and policies to exploit these strengths, opportunities and to reduce weaknesses threats in the framework of SWOT model in order to Upgrade and renovate Baghshater neighborhood are suggested.
