Abstract:
Qualitative and quantitative planning a location needs to have comprehensive information of the technical, economical, defensive, social and environmental impacts at the macro level. Nowadays countries that have experienced damage caused by the disaster in order to maintain the national capital, pay special attention to the passive defense and self-defense strategy have placed a special place for it. So we should pay special attention to the principle site selection. Because if site selection done correctly, it will have positive effects and infrastructure to the country and country will be safe during enemy's possible attack.it is therefore, in addition to necessary planning to handle facilities and critical centers that established previously, in site selecting sensitive and critical centers of the future that will be built with significant and massive capital, a special attention be given to one of the most basic principles of passive defense, the site selection.
Commercial ports are entry and exit of goods to the country and their threats, are exports and imports threatening and can effect from a macro level of the national economy to the smallest aspects of life and the livelihood of people so their safe and secure against enemy threats can be considered as safe part of the country's economy. Their variety, number, position and placement on the beaches and national and especially international role in the international exchange of goods and transit can be effective in their security.
In this study, we tried to identify and rank the passive defense measures affecting the site selection commercial ports -in order to minimize the damage and the possible consequences- the required information that has been completed by design paired comparisons questionnaire, according to research by experts, has been extracted and analyzed using Analytical Hierarchy Process (AHP) in Expert Choice Application. After analyzing these comments based on AHP, it was shown that respondents selected communications networks and roads factors as the most important criteria and entry and exit ways (Hinterland) as sub criteria. Finally summary of ideas presented in this thesis.
