Strengthening the relationships between university, industry, and government (UIG) sectors –as innovation core- is one of the most important areas for improvement of businesses and processes related to innovation and science-based development, as their synergic relationships for the transfer of technology and scientific knowledge from science producers to the industry (users) facilitates the science production and paves the way for dynamism of innovation. While there is a common belief among policymakers and academics around the world that Triple Helix relationships among UIG provide optimal conditions for innovation, it should be noted that the Triple Helix concept has been developed from the experience of advanced economies in the West. Thus, it is necessary to more contextual investigations in the context of other countries, such as Iran.
TRIZ knowledge, and specially OTSM –TRIZ, has systematic capabilities and tools for facilitating and accelerating the complex problem-solving process.
Considering the existence of Iran among the top 20 countries in terms of the number of Nano-related articles, the purpose of this thesis is the explanation of problems and contradictions preventing dynamic and coherence collaboration among UIG in Nanotechnology in Iran. Finally, an ideal and function-oriented model for solving identified contradictions are developed using TRIZ.
As, this thesis is an explanatory study, the mixed (qualitative and quantitative) methods were used in the three step. First, the Scientometrics and statistical methods were used for measuring the dynamics of TH relations among Iranian UIG. Then, using an in-depth qualitative case study, problems and contradictions were modeled using TRIZ inventive approach.
Finally, 63 inventive problems were identified and modeled in the form of 94 physical contradictions (PC) and 130 technical contradictions (TC). Finally, an ideal and function-oriented approach are proposed for designing inventive policy solutions, which can be used for solving the identified problems and contradictions. This model is verified by TRIZ, STIP experts and researchers in the field of philosophy of science.
This study used TRIZ for the explanation of the problems and contradiction among TH actors, for the first time. As this thesis used an in-depth approach for this purpose, the results shed lighted on many ways for further theoretical and applied studies in the TRIZ and STI disciplinary fields.
