Abstract:
The desert areas as regions with special environmental sensitivities have been faced with many resonations on the development and expansion of human habitat and in a way these restrictions has affected on habitat and population structures. But nowadays what it is important with regarding to the present condition governing these areas, is the inability of areas in meeting the needs of the population and organizing them without any integrated program. One of the examples of this subject is Qom province, in which as a reason of high population beyond its capabilities, is not able to solve its own problems. The purpose of this research is to provide a logical framework in order to planning on the basis of capacity of population of these areas and try to combine the development policies of national and regional programs such as land use planning with population sensitivities of these areas, and provide smart preliminary planning in these areas.
The present study has tried to find the problems related to the population capacity of desert areas with using the development–applied research method with qualitative and quantitative approaches. The results of this study show that the effective parameters on population capacity in desert areas is strongly affected by the fulfillment of the needs of the citizens. In mean while it seems that the land use planning as a most important program related to the population capacity of these areas, has the best condition and methods in order to decrease the shortages and regulating the relation of different elements involved in these areas. Therefore it is necessary that with applying a reformation in preparation and implementation of these programs, while decreasing the special issues of desert areas. Therefore it seems that the important steps can be established in two categories of process reforming and generative concepts of land use planning, in which by using them it is possible to coordinate more the regional programs such as land use planning with special sensitivities of desert areas.
