Abstract
Completing projects within budget, time, and quality limitations in an agile and efficient way by project-based organizations entails implementation of a standard, excellent, and mature management system. Success of project-based organizations depends on efficient and effective project management, which in turn depends on designing and implementing an agile organizational project management system. Such systems gradually move toward higher agility and maturity. Innovations toward improvement of capacity of an organization to implement project management are achievable through maturity models. Several maturity models for project management were introduced along with a new standard in project management fields known as Elena, which is introduced for the first time in Iran. The models were compared and evaluated based on multivariate decision-making models including hierarchy TOPSIS fuzzy models. Afterward, the best model, based on the comparisons, was implemented on a civil development company to measure maturity level of organizational project management, strengths and weaknesses of the organization, and opportunities for improving project management.
