Abstract
Given that the environmental considerations in phase construction and operation of hydroelectric power plants are important, identification and assessment of environmental risks is essential in order to find solutions treatment risk. The literature review showed that environmental risk assessment in operation of the hydroelectric power plant has not and to complete the work and compare risks in operation phase with construction phase, Environmental risk assessment in construction phase power plant were considered and because the construction large power plants Hydroelectric, Dam is one of the an inseparable components for this reason in construction phase the environmental risk assessment of power stations and dams together were studied. Initially risks were identified with literature and interviews with experts. Then with method Fuzzy FMEA (and whit taking into account three parameters: probability, severity, detection) analyzed and evaluated. Because uncertainty in expert opinion for severity is more, four criteria effected in was considered that this four criteria in phase construction dam and power plant included Cost, time, quality and individual and in phase operation of power plants including compensation cost, persistence time, environment sensitivity and individual; Weight these criteria by combining Fuzzy ANP and Fuzzy DEMATEL Obtained. Then with risk assessment with Integration Method Fuzzy FMEA, Fuzzy ANP and Fuzzy DEMATEL, The highest risk priority numbers in phase construction dam and power plant respectively Loss water habitat quality, cultural changes, reduced security and quality of soil habitat and soil erosion intensifies and in the operation of power plants respectively water oil pollution, development construction, increased dust and entry animals and birds into plant and increase waste, stay and decompose they behind dams and the most important opportunities were found to be the improvement in the situation of Dez downstream power plant, decrease in fossil-fuel consumption and increase in stability of electro power network, respectively. Then for every four critical risks in each phase of the project, four risk Treatment options were considered and of combined approach Fuzzy ANP and Fuzzy DEMATEL. The most appropriate risk Treatment options for each risk was chosen and finally, the most appropriate treatment options were identified at each stage, in both phase option risk mitigation was chosen as the most appropriate risk treatment options.
