Abstract:
While the knowledge-based economy has been strengthened, knowledge has an important role to improve enterprise performance and obtain competitive advantage. If the knowledge of enterprise accumulate and share in specific ways, it will be valuable, and enterprises can improve their technological capability and performance through knowledge acquisition. The concept of technological capability which is put forward in 1980s include the capability of searching technology, learning technology, operating technology, creating and expanding technology. Given that technological capability is the sum of endogenic knowledge of the enterprise which is attached to the personnel, equipment, information and organization, and because technological capability involve the capabilities which an enterprise acquires advanced technologies and information from external environment and combines external knowledge with internal knowledge to create new technologies, Thus we can conclude that the essence of technological capability is the knowledge and information that the enterprise owns. Now it can be said that the promotion of technological capability should be built on the basis of the accumulation of knowledge, and through knowledge acquisition and documentation of managerial experiences the enterprise can create the knowledge that improve technological capability. On this basis, this research presents a structured framework to document the experiences of managerial experiences and improve technological capability and enterprise performance. Documenting the experiences of experts in public service organizations, using technological capability assessment models, we identify key performance indicators, and then determine the units of enterprise which have significant impact on those indicators and document the experiences there.
