Due to changes in lifestyles and the settings of urban areas, the importance of Emergency Medical Services systems has grown even further in the recent years. These systems are responsible for on-site emergency treatment of patients and transferring those in need to the adequate medical centers. Despite a wide literature, some gaps could be observed in this field. With regard to these gaps, this study considers the ambulance location problem in a bi-level structure where the first level is the main EMS center which has control over the whole area. In the second level of the problem, the area is divided into different zones, each having a decision maker of its own. The first level decision makers try to allocate the resources to these zones properly, while the decision makers in the second level seek the best fitting location plan to cover the demand in the zones. The mathematical model of the problem is presented. To solve the proposed model, a Fuzzy Goal Programming approach is implemented. Having considered the characteristics of the problem under investigation, some adjustments are proposed to enhance the performance of the solution method. Finally, a case study of the problem in Tehran is presented and the results are discussed, which proves the efficiency of the proposed model and solution method.
