Abstract:
Firms and public and private institutions, with different goals and missions and their survival. Performance evaluation is a tool to implement the organization's mission and goals. In the meantime, evaluate the performance of universities, because of their important role in the development of high importance. In this study, the identification of indicators to assess the progress of the College of Engineering, University of Science and Technology in line with the perspective of higher education, using the "Balanced Scorecard", and identify relationships between parameters obtained, using the technique of "fuzzy cognitive maps" do is accepted. The study provides a framework for designing performance appraisal system that this framework can be useful at various levels for higher education institutions and effective.
In this study Of the 20 targets identified in the study participants, 14 were selected in the first goal and were used to map out the development strategy of the School of Engineering. Then, for each of the goals, several measures were defined and proposed in several stages, a basic model of the relationships between different measures were drawn. Next, using the technique of fuzzy cognitive map, to determine the impact of the measures and their impact on each other was and then remove the measure ineffective, the relationship between measures of established research model. The Driving Forces with High Importance and high uncertainty in order to obtain scenario planning axis where obtained with eliminating uncertainties. Then, Defining scenarios in two "independent scientific board" and "infrastructure and budget" dimensions and using heuristic method and Experts opinion achieved "Academy of progress" as target scenario.Next, the strategies of the contingency scenario was developed in continuance of the mission of colleges and performance evaluation system consistent with the scenario of the event were evaluated. The results show that the highest priority in terms of growth and learning and among the targets, improve faculty and providing infrastructure and funding requirements have the highest priority.
