Abstract:
Nowadays Innovation, because of its key role in the economic development, is very important for many countries, so governments try to evaluate their National Innovation System and its efficiency.
Some of the researchers believe that National Innovation System is not suitable for developing countries because these countries must catch-up technology primarily and then they must seek to implement National Innovation System, So This researchers offers National learning system for developing countries. In this research, first, by reviewing the literature The most comprehensive inputs and outputs was selected for the National Innovation System and National learning system. Then, by using the 4 models of Data Envelopment Analysis approach, first The efficiency of Iranian National Innovation System in comparison with 10 top countries in the world and second in comparison with 19 countries in its region between 2012- 2015 was calculated. Then, according to its efficiency score, it was ranked between these 2 groups of countries and finally by using the Slacked based Model of efficiency and super SBMG model (goal programing model) some political implication was found. This process was implanted exactly in the same way for National Learning System but it was just done between Iran and its region countries. The results of ranking in the National Innovation system show that Iran’s position was different in each year but results in National learning system shows Iran’s ranking between 3 low countries in the region in the 3 years of 4. Slacked based Model proposed Decreasing in inputs and increasing outputs for Iranian National Innovation system just in 2013 but this model made a same thing for National learning system in every four years. Super SBMG model also proposed some suggestion but its suggestion was not limited to Decreasing in inputs and increasing outputs , so inputs could got increase suggestion and outputs could got decreasing one. Super SBMG model suggestions was different when Iran compared with top 10 countries rather than regional one.
