Railway transportation has a considerable share in cargo transportation and national economy. Efficiency improvement in this industry, directly affects logistical performance improvements, cost reduction and duration of cargo transportation time. So, efficiency improvement of this industry is already noticed by pundits and researchers in transportation field.
According to the I.R.Iran’s railways office of economic and investment affairs in 2016, Iran’s railways is far behind the requirements of “development of public transport and fuel management law” enacted in 2008. According to this law, the share of rail transport in cargo sector had been set at 30% till the end of 2015, which has not been met on that time. So, in order to ease the nation׳s railway industry access to the mentioned goals, appropriate measures should be taken. One of the main actions for this, would be railway system efficiency improvement which is required to be taken into account by managers of the industry.
In this thesis, efficiency of rail transportation system is Assessed by combined method of analytical hierarchy process (AHP) and data envelopment analysis (DEA). In order to measuring I.R.Iran’s railway efficiency, after determining the inputs and outputs of model by AHP, Information about these inputs and outputs has been collected from 2002 to 2016 and the situation of I.R.Iran’s railway efficiency on those 15 years is determined by DEA and finally, necessary refinements for increasing the efficiency in cargo sector is proposed according to dynamical analysis.
In the present study, values of primary lines lenghts, number of locomotives, number of cargo wagons and the amount of energy and fuel consumption are used as inputs, while values of tonne kilometre, carried tonnage, cargo train kilometre and total cargo income are used as outputs. Finally, using CCR and BCC to evaluate efficiency of I.R.Iran’s railways shows that years 2015 and 2016 were among the most efficient years of the railways in shipment sector and Hormozgan, Yazd and the eastern territories of country are among the most efficient territories in shipment. According to results from Dynamical Analysis, we can increase the efficiency and the number of efficient territories if we increase the lenghts of the lines by 28% and the cargo income by 20% and the train kilometre by 24% and reduce the fuel consumption by 30%.
