Every year natural disasters such as earthquakes, floods, storms and drought occur in different parts of the world. The occurrence of natural disasters often associated with damage to lives and property of people. Because of the severity and incidence of these events is often extensive, it created demand for relief and rescue operations is very high and aid centers which in normal circumstances to meet the needs of city, often to meet created demand at the right time, in these conditions are not sufficient. Post emergency relief to the affected points is particular importance. During recent years reduce the effects of natural disasters in the cities of the country against unexpected events have been a serious concern. Large-scale losses caused by natural disasters in cities across the world lead to extensive applied research in the field of logistics management assistance, when dealing with the crisis to minimize its damages be performed. Therefore, increasing the efficiency of methods to deal with natural disasters and the need logistic assistance. One of the important strategies to improve performance and reduce lag time, location and created of the relief centers and allocation, routing and re-allocation of ambulances to the affected areas. Therefore existence of distribution centers relief and emergency at the appropriate places of the network, which can demand created in these conditions as well cover is very important, and in all the cases mentioned, the weakness of the proper position choice, risk of loss of capital will increase and will ultimately lead to enormous human losses. In this thesis a model for location emergency relief centers and the allocation and re-allocation in crisis situations is provided. That this model according to the conditions and routes available for ambulances and how to allocate ambulances trying to locate the best place to relief centers, and thus reduce time relief to the victims.
