Nowadays cost of the health system constitute a large percentage of national income. For example in 2005, Iran spent 20/4% of the gross domestic product (GDP) on the health expenses. However, according to the World Health Organization (WHO) Iran is ranked fifty-eighth in terms of health system and ninety-three in overall performance of the health system among all countries around the world.
With respect to this issue, we attempt to offer an improvement plan for hospitals efficiency by integrating the Data Envelopment Analysis and Balanced Scorecard, as well as taking advantage of hospital processes.
Furthermore, in today’s highly competitive environment for enhancing the quality, reducing cost, and restricted resources versus unlimited needs of society, role of recourse allocation become more and more significant. As a result, in order to improve efficiency in hospitals, six scenarios are suggested for resource and budget allocation, by using goal programming (GP) model and data envelopment analysis (DEA) model with common weights.
