In the long-term space missions, initial orbit determination and optimized orbit transfer can be importance. Space based observation in the space missions are a valuable capability. The very too short arc observation as a new approach to space based observation is investigated in this work. As a consequence, the use of classical orbit determination algorithms, as Laplace, Gauss or Escobal methods, give very poor results, because these methods aren’t considered the space based observation and orbital perturbation. In this work by using of the ECI based sensor, herrick-gibbs model and consideration of orbital perturbation the initial orbit of space target is determined. The optimized orbital transfer maneuver is considered in the following. The PSO algorithm is applied to instigate the orbit transfer in this project. As a new point of view, effects of orbital perturbation have been studied in the orbit transfer. The results show that, how to the effects of orbital perturbation become important in the orbit transfer. Evatunatly, the accuracy of these methods is validated with the real data and the available published litratures.
