Abstract
Recent years have seen a significant growth in human life losses and material damages caused by anthropogenic and natural disasters such as earthquakes, flooding, tsunamis and terrorist attacks. More over exceeding hundred millions of dollars as well as social and economic development drawbacks have been departed. Hence, relief logistics, as a concept of crisis management is highly recommended in such conditions.
Earthquake as a natural disaster harms thousands of people around the world every year. One disaster after the earthquake is the crisis of lack of aid facilities. Field hospital is one of the most important places for helping to people in disaster area. To save people after an earthquake there will be a few times. Therefore, Determine the appropriate place to
Setting up the Field hospital is very important.
In this study pre-identified places of Field hospital are prioritized according to criteria such as Security and away from dangerous places, access to roads and etc. Using The Technique for Order of Preference by Similarity to Ideal Solution (Topsis) Field hospitals are prioritized. Then, a Multi-objective mathematical model is provided to determine the best allocation of relief resources. Goal programming (GP) method is applied for solving multi-objective model. The proposed model is validated through a case study conducted in the city of Amol. According to the results, authorities are advised to take actions based on the results of this research to deal with the earthquake risks to protect the lives and property of the people against this natural disaster.
