Today, the issue of maintenance roads with the past has been very different. The road maintenance of budget is very limited and competition for using financial resources has become more intense. Many of maintenance projects and road pavement repair are being implemented at a significant cost, and after some time due to the lack of handling to the pavement position at the proper time, expand the pavement collapses and costs a lot. Prioritizing road maintenance of projects and implementation them at the proper time, not only improve the pavement position, but also will help to economize the investments made in road maintenance of projects and optimize the allocated funds. The road maintenance and repair Standards model in order to combine the economic and technical approaches of strategies, standards, and road investment projects is used. Currently, the road management and development using HDM-4 software, will serve as the primary tool for the analysis, planning, management and appraisal of road maintenance, improvements and investment decisions. Another use of this model is the prioritization of road maintenance of projects, which as a suitable economic model which has been served. Therefore, in this study, with a case study on some of the main axes of Khorasan Razavi, the best and most cost-effective options for repairing and maintaining road pavement , technically and economically based on the prioritization of projects approach has been Specified. Finally, in this study, the prioritization of activities and determined maintenance, as well as the impact of the pavement position on the prioritizing models have been evaluated until the problems and effective strategies on prioritizing to be identified.
