وقوع تأخير در كليه پروژه‌ها، امري اجتناب‌ناپذير بوده و يافتن علل تأخيرات و مسئوليت‌يابي آنها به-خصوص در پروژه‌هاي عظيم از اهميت بسيار بالايي برخوردار است؛ پس به بررسي روابط علي و معلولي علل تأخير و كشف علل ريشه‌اي پرداختيم. با استفاده از داده‌هاي پروژۀ كشتارگاه صنعتي معين دام، تجارب شخصي، مطالعه مقالات و كتب، مصاحبه با خبرگان پروژۀ فوق و ساير پروژه‌هاي اصلي صنعتي استان يزد، علل اوليه استخراج شدند؛ سپس با توجه به سه متدولوژي انتخابي، پرسش‌نامه طراحي گرديد. پس از تكميل پرسش‌نامه توسط مشاورين، كارفرمايان، پيمان‌كاران و تيم مهندسي به تحليل آن پرداختيم. در متدولوژي اول، از تلفيق ديمتل و آي‌اس‌ام به كشف روابط علي و معلولي رسيده و در اين مدل، ترتيب علل را از 4 منظر تأثيرگذاري، تأثيرپذيري، اهميت و عليت بررسي نموديم كه علل اصلي كارفرما و مدير پروژه در رأس با اهميت‌ترين علل قرار گرفتند. در متدولوژي دوم با استفاده از سطح‌بندي صورت گرفته در مدل اول، وارد مراحل تحليل شبكه‌اي شديم؛ در سطح 1، عامل مشاور با اختلاف كمي تأثيرگذارتر از كارفرما بوده؛ در سطح 2، عامل تغييرات بالاترين وزن از بين عوامل ارتباطات، طراحي و خارجي را دارا بوده؛ در سطح 3، عامل مدير پروژه مهم‌ترين عامل از بين عوامل مالي و حسابداري، مناقصه، مديريت قرارداد، اشتباهات و نيروي انساني شناسايي شد و در سطح 4، عوامل تأمين و پيمانكار داراي وزن نزديك به‌هم هستند. در متدولوژي سوم از تحليل شبكه‌اي روي 14شاخص و 56 زير شاخص استفاده شد، بر اساس پرسش‌نامه‌هاي تكميل شده، وزن هر زير شاخص را با احتساب روابط دروني و بيروني بدست آورديم؛ زير شاخص‌هايِ روش انجام كار ارائه شده توسط مشاور، عدم درك كامل كارفرما، بي‌لياقتي نماينده كارفرما و تغييرات توسط كارفرما در رتبه‌هاي اول قرار گرفته‌اند. اين 14 عامل در هر سه مدل مشتركند؛ اما تفاوت در سطح‌بندي و تأثير روابط علي معلولي (تفاوت‌هاي آشكاري) مي‌باشد.

Without any shadow of doubt, delay is an inevitable occurrence in all the projects; hence, investigating the reasons of delay as well as clarifying the significance of each reason have a reasonably high priority. Accordingly, this article investigates the cause-and-effect relations of the main reasons of delay and searching for the roots of these reasons. according to the three chosen methods the appropriate questionnaire was designed . In the first method which was the combination of DEMATEL and ISM, the cause-and-effect relationships were found. The order of reasons was studied based on their influence, influens, significance and the causality and showed that the employer has the highest importance among the other reasons. In the second methodology, a network analysis was performed based on the results from the first method and the main factors were classified in the following descending order with respect to their significance: consultant effect, variation effect, project manager effect and the contractor effect. In the third method, we performed a network analysis on 14 indicators and 56 sub-indicators and based on the result of the questionnaire the weight of each sub-indicator was calculated with taking the effect of inner and outer relationships into account. The procedure of project presentation by the consultant, employer’s inability to fully understand the project, employer’s incompetency and changes made by the employer found to be on top of the table. These fourteen factors are similar in all the three methods, the difference, however, is in their ranking and cause-and-effect relationships.
