Intelligent Transportation Systems (ITS) are collection of communicatins, control and data processing technologies for transportation system, and it consists several systems. It helps to transportation managers and passengers to make a better decision in different conditions. ITS tools improve transportation systems performance by saving time, promoting safety and security, protecting environmental and increasing economic activities. For developing ITS that consist of several systems (system of systems) there are challenges such as: complexity, compatibility, expandability, interoperability, integration and standardization. We need a new systematic approach and purposeful framework for challenges managing that means “ITS Architecture”. ITS architecture is a key step for ITS planning and developing. From the perspective of transportation and traffic planners and policy makers, ITS architecture specifies that what system must be implemented under limited time and budge to meet needs and problems of stakeholers.
In this study, First of all US and European ITS architecture were studied that includes 5 stages, 1-user services and requirements, 2-logical architecture, 3-physical architecture,
4-equipment package, and 5-market package. Then, famous enterprise architecture frameworks such as: Zachman, FEAF, DoDAF and ToGAF were studied. Generally EA frameworks divided into three layer, 1- Business Archirtecture, 2- Application Architecture, 3- Technology Architecture.
According to divided framework to multilayers approach, national ITS framework presented in Organizational, Operational, Application, Data, Technology, Communication, Solution, Architecture Management, and Security. ITS and EA experts confirmed ITS proposed Framework. Finally, products and notations of each layer and methodology and Meta model of ITS framework in Sparx EA Tool has been created. The proposed framework also full compliance on all aspets of rural ITS architecture and enterprise architecture frameworks, their major weaknesses including less attention to strategic issues, security, management and solution architecture has been considered as the main layers.
