ارتقاء امنيت محيطي و كاهش جرايم شهري (نمونه موردي: محله امين، شهر اراك)

شهر كانون و بستر اصلي رشد و تكامل بشري بوده و يكي از ضرورت¬هاي پيدايش و تداوم شهر آرامش و امنيت است. امنيت و به طور خاص امنيت اجتماعي ارتباط مستقيم با فضا و ساختار شهر دارد. يك فضاي شهري مناسب تا حد زيادي تامين كننده¬ي امنيت و فضاي نامناسب زمينه¬ساز انواع آسيب¬ها و معضلات اجتماعي است. تأمين امنيت به عنوان يكي از اساسي ترين نيازهاي انسان، هميشه و در همه جوامع مورد توجه بوده است، به همين دليل همواره سرمايه هاي زيادي، صرف تأمين امنيت شهرها و سكونتگاه هاي مختلف مي شود. به همين دليل، جستجو و تحقيق در ارتباط با راهكارهاي تأمين امنيت و به خصوص كشف راه هاي بهتر و كم خطرتر براي تأمين امنيت و عوامل و مؤلفه هايي كه در اين راه نقش دارند، ضرورتي غير قابل انكار مي باشد. نتايج حاصل از مطالعه¬ي فضاهاي شهري موفق، بيانگر اين مسئله است كه اگر فضاي ساخته شده داراي مولفه¬هايي باشد كه شهروندان را علاوه بر رفع نيازهاي اوليه، براي انجام فعاليت¬هاي فراغتي به خود جذب كند، به فضايي ماندگار در خاطره جمعي بدل خواهد شد. ايجاد بسترهايي براي تعاملات اجتماعي كه حضور مردم در آن¬ها با آرامش، امنيت و احساس تعلق همراه باشد، به كمك طراحي محيطي، كه ابزاري مهم در ايجاد اين گونه فضاهاي سرزنده، قابل ادراك و امن است، امكان¬پذير مي¬باشد. امنيت فضاي شهري زمينه¬ساز حضور مردم در فضا و به تبع آن، برقراري روابط اجتماعي ميان آن-هاست و اين تعامل ميان مردم، خود تامين كننده¬ي نظارت طبيعي بر فضاي شهري است كه يكي از فاكتورهاي مهم برقراري امنيت مي¬باشد. فضاي شهري بايد بتواند به عنوان بستر زندگي و فعاليت شهروندان محيطي امن و سالم و پايدار براي همه افراد فراهم سازد و نيازهاي تمامي اقشار اجتماعي را به شكلي مناسب برطرف سازد و پاسخگو باشد، در فضاهاي شهري احساس امنيت شهري به اين معناست كه تمام شهروندان يك شهر بتوانند آزادانه جا به جا شوند و با هم شهريان خود ارتباط برقرار كنند و به فعاليت هاي اجتماعي خود بپردازند، بدون آنكه تهديد شوند يا با خشونت و آزار و اذيت جسمي و روحي يا نابرابري جنسي مواجه شوند. محصول نهايي اين تحقيق بازطراحي فضاهايي مطلوب در واحدهاي همسايگي با بهره¬گيري از راهكارهاي به¬دست آمده در طي مراحل تحقيق و با تاكيد بر مولفه¬هاي اجتماعي و امنيتي است. به همين منظور اين پژوهش سعي مي¬كند تا با تجزيه و تحليل مباني نظري مرتبط و بررسي مهم¬ترين ديدگاه¬هاي مطرح شده درباره¬ي طراحي شهري مطلوب، و مطالعات و پژوهش¬هاي قبلي، به شناخت مولفه¬هاي موثر در ارتقاء امنيت و مطلوبيت فضا دست يابد. در پژوهش-هاي قبلي شش اصل كلي قلمروگرايي، كنترل دسترسي، نظارت، سخت كردن آماج جرم، مديريت و فعاليت در جهت تامين امنيت معرفي شده¬اند. در اين پژوهش با استخراج دوباره¬ي شاخص¬هاي موجود در مطالعات و پژوهش¬ها و استفاده از روش تحليل عاملي به دوازده عامل نهايي در تامين امنيت به طور خاص در محله¬ي امين دست پيدا كرديم. از رويكرد LQC در ارائه¬ي راهكارهاي طراحانه استفاده شده است. انتخاب اين رويكرد به دليل آساني، ارزاني و مشاركت دادن ساكنان در امر طراحي بوده است. با استفاده از اين روش تلاش خواهد شد كه راه¬حل¬هاي سريع و سهل¬الوصول را جايگزين فرآيندهاي هزينه¬بر و طولاني طراحي¬ نماييم. واژه¬هاي كليدي : امنيت، محلات شهري، ، LQC، محله¬ي امين شهر اراك

City is the center of human development, and one of the essential elements for the emergence and continuation of the city is tranquility and security. Security and, in particular, social security are directly linked to the city's space and structure. An appropriate urban environment provides security and an inadequate space provides social disasters. Security has been considered as one of the most basic human needs in all societies, therefore, there are always a lot of capital to secure cities and settlements. For this reason, the discovery of better and less risky ways to provide security and the factors involved in this process, is essential. The results of the studying successful urban spaces indicate that if the built-in space has the components that would attract citizens for leisure activities, in addition to meeting basic needs, they would have a lasting atmosphere in their collective memory. Creating a framework for social interaction, in which the presence of people is peaceful, secure and affiliated, is possible through the design of an environment, which is an important tool in creating such vivid, perceptible and secure spaces. Urban space security is the basis for the presence of people in space and, consequently, the establishment of social relations between them, and this interaction among people, itself, provides natural monitoring of the urban environment, which is one of the important factors in providing security. Urban space should be able to provide a safe and sustainable environment for all and to meet the social needs. In urban spaces, the sense of urban security means that all citizens can move freely and engage in social activities without being threatened, or face physical, mental injustice and sexual inequality. The final product of this research is to redesign desirable spaces in neighborhoods by utilizing the solutions adopted during the research process and with emphasis on social and security components. For this purpose, this research tries to analyze the theoretical foundations and to study the most important views on the desirable urban design, and previous studies, to identify the effective factors in promoting Security and desirability of space. In previous researches, six general principles of territory, access control, monitoring, hardening crime targets, management and secure activities have been introduced. In this research, we extracted the existing indices in the studies and researches and used the factor analysis method to achieve the twelve final factors in providing security specifically in the Amin neighborhood. LQC's approach has been used for providing designing solutions. Choosing this approach is because of the ease, cost and participation of residents in design. Using this method, we will attempt to design quick and easy solutions instead of costly and long-term processes. Keywords: Security, urban neighborhoods, LQC, Amin neighborhood.
