Scientists have made every effort to reduce the complexity of large systems by applying mathematics and methods that reduce their complexity and help to clarify the relationships between the components of the system involved and their interactions. The structure of relationship between the components of a system is to be investigated based on the function of each components and their dependence in relation to the interactions of the components in their entirety. In order to provide a systematic analysis of the Iranian banking system viewed from a planning approach, the components of the system are first selected and then defined or described accordingly. The final step is to determine the components’ interactions with other components of the system. In this study, designing a banking system in Iran includes its stages, the process of problem definition, the design of a value system, and the system composition. The matrices of each of these steps should be determined by those affected by the results of this planning. In addition to using these comments, we have also analyzed the Iranian banking system using Interpretive Structural Modelling, and examined the system. The results of this research as well as the components selected for the country’s banking system and the relationship between them were used to develop a design for planning the banking system of Iran.
