Traffic problems, especially in densities and accidents, are very concerning in Khorramabad, as in other regions of Iran. The lack of strategies and operational plans for developing intelligent transport systems in Khorramabad, in addition that it is caused reusing shared infrastructure investments, has led to inconsistency and incompatibility between these systems, and might cause lots of problems in sub-system interconnections and in addition, while it does not solve any problem of transportation, it may also create new problems in the operation of the transportation system. In the present study, literature and application of intelligent transportation systems were first reviewed and then strategies for developing intelligent transportation systems were developed using strategic planning methodology. The SWOT matrix is used to formulate strategies. In order to prioritize strategies, a new method that is combined of AHP and ACCEPT method and QSPM method are used and the results of them were compared by calculating Spearman's rank correlation coefficient. At the end, due to the high accuracy of the AHP method, prioritizations were based on this method. About transport objectives, priority was given to safety, general satisfaction, environmental improvements, and reduction of energy consumption and delay time, respectively. About six development axis priority was given to management and organizational policies, financing, human resources, technical infrastructure, cultural environment and legal issues, respectively and the development of intelligent systems is based on this prioritization. using the obtained results and PIP model, operational plans for developing intelligent transportation system in Khorramabad were offered. Therefore, in this research, for the first time, prioritized strategies and operational plans were developed for developing intelligent transportation systems in Khorramabad.
