Emergency medical system centers by handling patients in a timely manner, reduce mortality and irreparable damage caused by injuries. These centers will then transfer the patient to the hospital, if necessary, after carrying out the initial operations at the site of the incident. Because of important role of these centers in saving human lives, proposals and strategies that are able to improve the performance of rescue teams are highly recommended. One of the most critical parameters in providing a high quality emergency medical service is length of time of these services, thus the location of these centers has a key role in reducing the response time to demands. Therefore locating of EMS centers optimally in huge and populated cities is considered.
In this research, to answer the proposed questions a linear model is presented in base of maximum expected covering location problem. Considering of fractional coverage by facilities the most appropriate locations and optimal coverage of demand points and travelled distance by facilities will achieved. To provide better condition for operating the model, a robust optimization has been implemented. Finally, according to the results, it was found that the proposed model has a better solution time than non-linear models, and it is also able to solve cases with numerous input data. The proposed model has been implemented in District 10 of Tehran Municipality.
