In each community, the design of the healthcare services provider facilities network problems has particular importance due to their special role in promoting community health. One of the important issues in designing the healthcare facilities network is the optimal allocation of available human resources among the network facilities because human resources are one of the most important resources of these networks, and most of the existing networks are faced with shortage of it. In health networks, goals such as access to facilities, justice in the provision of services, costs, etc. are of utmost importance as they directly affect the network performance and the satisfaction of those who use the services of these networks. Therefore, one of the policies implemented by the healthcare system in Iran in recent years to achieve these goals in some provinces is the referral system, which has a special impact on cost reduction, patient satisfaction, justice In access and ... . For this purpose, in this research, a mathematical model for the integrated planning of healthcare network and allocation of human resources with consideration of the referral system in Iran has been presented. In the proposed model, a three-level facility network is considered which at the first level, family physician centers are located and there are facilities providing specialized services and facilities for providing super specialty services in the second and third levels, respectively. Decisions such as location of different facilities, optimal allocation of family physician centers to native areas, appropriate referring patterns between levels, allocation of human resources and capacity planning are considered as the most important decisions. The proposed model is bi-objective, which the first objective aims at minimizing costs and the second objective aims at minimizing the maximum workload. In order to solve the proposed model due to belonging to the category of NP-Hard problems, the augmented -constraint method has been applied in small size problems and in the medium and large size problems, non-dominated sorting genetic algorithm for is used. Some districts in Sari city in Mazandaran province is used for case study. Finally, by analyzing the sensitivity of a number of parameters, effective analyzes are presented for managers of this field.
