Today, in the form of charter and international law, children are recognized as citizens of the cities, and issues such as citizenship and the right to participate, along with their rights and their basic needs, have been emphasized. The main purpose of this paper is "to develop the rules for the regenetation of urban neighborhoods in order to develop the right of the child to the city." The key question in this study is "What are the criteria and models for realizing the rights of children in urban regeneration plans?" The main data collection in this research is through library and documentary studies and in the field of case study knowledge through field surveys, questionnaires, workshops. To determine the sample size, according to the Cochran formula, 314 children including children aged 6 to 12 years and 300 of their parents were selected. Questionnaires have been distributed between parents and officials from relevant public and governmental institutions. After collecting information and analyzing them, the AHP method was used to prioritize the valuation criteria in the analysis section, using Expert Choice software. Component weighing is also done through the Delphi technique (expert opinions).
The findings of the research indicate that in order to achieve the realization of the right of the child in this neighborhood, among the four criteria of research, the value criterion of "Justice and Poverty Reduction" with the highest score of 0.612 was ranked first, the value criterion of "good urban governance and Social justice" with a score of 0.242 in the second rank, the value criterion of" Place of Dignity "with the score of 0.098 in the third place and the value criterion of" resilience "with a score of 0.048 in the last rank.
These results indicate a lack of attention to the issue of child participation and democratic planning, lack of awareness and education, and adequate facilities among relevant institutions at the neighborhood level. However, there are shortcomings in the area of basic rights and facilities needed, such as adequate play space and safety and security in the neighborhood. But what matters most is the focus on fulfilling these needs and rights at the same time. Because through the achievement of effective participation of children, they can create the opportunity to realize their other rights. Therefore, after reviewing the desired neighborhood in terms of criteria, proposed strategies are presented in the form of strategies and policies based on the views of children, parents, urban experts, authorities and local managers and field observations, which also includes action plans for Their implementation is presented.
