مديريت ريسك يكي از فازهاي مديريت پروژه بوده و با توجه به ماهيت نامطمئن پروژه¬ها و لزوم صرف بهينه منابع آنها، داراي اهميت انكار ناپذيري است. يكي از پروژه¬هاي مهمي كه در صنايع فروآلياژ با آن روبرو هستيم پروژه تعميرات اساسي مي¬باشد. تعميرات اساسي بخشي بسيار حساس از نگهداري و تعميرات مي¬باشد. شناسايي و اوﻟﻮﯾﺖ¬ﺑﻨﺪي رﯾﺴﮏ¬ها ﺑﻪ دﻟﯿﻞ وﺟﻮد ﻣﺤﺪودﯾﺖ در ﭘﺮوژه ﻣﺴﺌﻠﻪاي ﻣﻬم در ﻣﺪﯾﺮﯾﺖ رﯾﺴﮏ اﺳﺖ ﮐﻪ ﺑﺮاي ﻣﺪﯾﺮﯾﺖ ﻣﻮﻓﻖ رﯾﺴﮏ¬ها ﻻزم اﺳﺖ ﺻﻮرت پذيرد. در اين پژوهش سعي شده است كه به صورت كاربردي به مقوله ارزيابي ريسك پروژه تعميرات اساسي صنايع فروآلياژ پرداخته شود. در اين پژوهش جمع¬آوري داده با استفاده از مرور ادبيات و مستندات پيشين و مصاحبه با افراد خبره و طراحي پرسشنامه و توزيع آن بين افراد خبره درگير در پروژه تعميرات اساسي شركت فروسيليس ايران انجام گرديد، نتيجه اين بررسي منجر به شناسايي و ارزيابي 40 ريسك در 10 دسته ريسك¬هاي سياسي، اقتصادي، بازار و مشتريان، پيمانكار، مديريت، مديريت پروژه، فناوري _تجهيزات_ ماشين¬آلات، فني_كيفي و ايمني _ بهداشتي _ زيست محيطي انجاميد. جهت بالا رفتن دقت رتبه¬بندي در اين پژوهش از معيارهاي احتمال وقوع، ميزان اثر براهداف پروژه (زمان، هزينه و كيفيت)، قابليت كشف ريسك و ميزان مديريت¬پذيري ريسك استفاده شد و در نهايت رتبه¬بندي ريسك¬ها با استفاده از رويكرد تاپسيس انجام شد و نتايج آن جهت انجام اقدامات پيشگيرانه متناسب با الويت¬بندي ريسك¬ها در اختيار مديران صنعت فروسيليس قرار گرفته است. بر اساس الويت¬بندي انجام شده، ريسك تحريم مواد از زيرمجموعه¬ ريسك-هاي سياسي در صدر رتبه¬بندي ريسك¬ها، افزايش تورم و بي¬ثباتي اقتصادي از زيرمجموعه ريسك¬هاي اقتصادي در مكان دوم رتبه¬بندي و عدم تامين به موقع كالا و قطعات يدكي از زيرمجموعه ريسك¬هاي فناوري ماشين¬آلات و تجهيزات كه در مكان سوم رتبه¬بندي قرار گرفتند.

Risk assessment of the overhaul project the ferroalloy industry with multi-criteria decision making approach(Iran's Farsiliss company)

Risk management is one of the phases project management and it is important to be undeniable due to the uncertain nature of the projects and the necessity to spend their optimal resources. One of the major projects that we face in the Ferroalloy Industry is the overhaul project. Major repairs are a very sensitive part of maintenance. identification and prioritization of risks due to the existence of a project is an important issue in risk management that is needed to manage risk successfully. In this research, it has been tried to apply to the risk assessment of the overhaul of the Ferroalloy industry. In this research, data were collected using a literature review and previous documentation, interviewing the experts and designing a questionnaire and distributing it among the experts involved in the major repairs project of Ferrosilicon Company of Iran. The result of this study led to the identification and evaluation of forty risks in ten categories of political, economic, market and customer risks, contractor, management, project management, technology-machinery-equipment, quality-technical and environmental-health-safety. In order to increase the ranking accuracy in this study, the probability of occurrence, the effect of project objectives (time, cost, and quality), risk detection capability and risk management were used. Finally, ranking the risks using The TOPSIS approach was carried out and its results were made available to industry managers to take preventive measures in line with priority risks. Based on the prioritization, the risk of material sanctions from the sub-set of political risks in the top of the ranking of risks, rising inflation and economic instability from the sub-set of economic risks in the second-place ranking and failure to provide Goods and spare parts of the machinery and equipment technology risks category ranked third.
