ارزيابي عملكرد زنجيره تامين با استفاده از مدل مديريت كيفيت زنجيره تامين؛ مطالعه موردي صنعت واگن سازي

با نزديك شدن ارتباطات و پيشرفت هاي اخير در تكنولوژي اطلاعات رقابت از سطح يك سازمان فراتر رفته و به سطح زنجيره تامين حركت نموده است. ﺑﻪ ﻣﻨﻈﻮر آﮔﺎﻫﯽ از ﻣﯿﺰان ﻣﻄﻠﻮﺑﯿﺖ و بهبود مستمر در زنجيره تامين، نياز مبرم به طراحي و پياده سازي يك سيستم ارزيابي عملكرد در زنجيره تامين مي باشد. اين تحقيق با استفاده از مدل مديريت كيفيت زنجيره تامين، معيارهاي كليدي ارزيابي عملكرد زنجيره تامين در صنعت واگن سازي را شناسايي و نحوه تعامل و ارتباط اين معيارها با يكديگر را مشخص كرده و با استفاده از مدل ارايه شده وضعيت زنجيره تامين يك شركت فعال در صنعت واگن سازي را تعيين و راهكارهاي بهبود عملكرد آن را ارائه كرده است. به همين منظور، با بررسي دقيق ادبيات موضوع و طبق نظرات خبرگان، ده معيار "مديريت كيفيت تامين كنندگان"، "يكپارچگي و رويكرد سيستمي در زنجيره تامين"، "تمركز بر مشتريان و بازار"، "ارتباطات با مشتريان و تأمين كنندگان"، "تعهد مديريت"، "سيستم هاي اطلاعات كيفيت زنجيره تامين"، "رهبري كيفيت زنجيره تامين"، "مديريت فرآيندها درسطح زنجيره"، "استراتژيهاي كيفيت زنجيره تامين"و"توسعه و مديريت منابع انساني درزنجيره تامين" به عنوان معيارهاي ارزيابي عملكرد زنجيره تامين صنعت واگن سازي شناسايي شدند و با استفاده از روش تحليل سلسله مراتبي، وزن هر كدام مشخص شد. سپس براي محاسبه عملكرد زنجيره تامين شركت مورد بررسي، براي هر معيار تعدادي زير معيار با استفاده از ادبيات موضوع و نظرات خبرگان، تعيين گرديد. وزن زير معيارها با استفاده از توزيع پرسشنامه محاسبه شد. اطلاعات مورد نياز جهت محاسبه زير معيارها جمع آوري شد و سپس با استفاده از روش سطح صفر و سطح مورد انتظار درصد عملكرد هر معيار محاسبه گرديد. بر اساس محاسبات صورت گرفته ، درصد عملكرد زنجيره تامين برابر با 48% تعيين گرديد. اين بدان معناست كه زنجيره تامين شركت واگن سازي تهران، انحرافي برابر با 52% از سطح عملكرد مورد انتظار خود دارد. بر اساس ارزيابي هاي صورت گرفته ؛ معيارهاي "مديريت كيفيت تامين كنندگان" و "يكپارچگي و رويكرد سيستمي در زنجيره تامين" بيشترين تاثير در كاهش درصد عملكرد زنجيره تامين را داشته اند. پس از تحليل عملكرد سال هاي مختلف، با استفاده از روش هاي تحليل ديناميكي و تحليل رگرسيون، مشخص گرديد علاوه بر اين كه با بهبود عملكرد هر معيار، درصد عملكرد زنجيره تامين به مقدار مشخص بهبود مي يابد، بعضي از معيارها نيز با يكديگر رابطه هم افزايي دارند. به عبارت ديگر بهبود عملكرد يك معيار نه تنها مستقيما منجر به بهبود عملكرد زنجيره تامين ميگردد ، بلكه بصورت غير مستقيم نيز از طريق تاثير در عملكرد ساير معيارها ؛ در عملكرد كلي زنجيره تامين تاثيرگذار است. در پايان با توجه به قابليت اجرا و اولويت بندي بر اساس بيشترين تاثير در افزايش عملكرد زنجيره تامين، اقداماتي جهت بهبود عملكرد زنجيره تامين ارائه شده است.

Supply Chain Performance Evaluation by Applying Supply Chain Quality Management Model; Case Study of Wagon Manufacturing Industry

With the advent of communications and recent advances in information technology, competition has surpassed the level of an organization and has moved to the supply chain level. In order to be aware of the desirability and continuous improvement of the supply chain, there is a need for the design and implementation of a performance assessment system in the supply chain. This research, using the supply chain quality management model, identifies the key criteria of supply chain performance evaluation in the wagon industry and how these metrics interact and communicate with each other. Using a proposed model, the supply chain status of an industry active in the industry Identification of wagons and ways to improve its performance. To this end, by carefully examining the subject literature and according to the experts' opinions, the ten criteria are "supplier quality management", "integrated system approach in the supply chain", "customer and market focus", "communication with customers and suppliers," "Management commitment", "Supply Chain Quality Information Systems", "Supply Chain Management Leadership", "Chain Management Processes", "Supply Chain Quality Strategies" and "Human Resources Development and Supply Chain Management" as Chain Performance Measurement Wagonization industry was identified and using the hierarchical analysis method, each weight was determined. Then, in order to calculate the supply chain performance of the surveyed company, for each criterion, a number of sub-criteria were determined using the subject literature and expert opinions. The weight of the following criteria was calculated using the questionnaire distribution. The required information was computed to calculate the sub-criteria and then, using the zero level method and expected level, the performance percentage of each criterion was calculated. Based on the calculations, the supply chain performance was determined at 48%. This means that Tehran's wagon supply chain has a deviation of 52% of its expected performance level. Based on evaluations, the "supplier quality management" and "integrated system approach in the supply chain" have had the most impact on reducing the percentage of supply chain performance. After analyzing the performance of different years, using dynamics analysis and regression analysis, it was determined that in addition to improving the performance of each criterion, the percentage of supply chain performance is improved in a certain amount, some of the criteria also have a relationship Increase. In other words, improvement of the performance of a criterion will not only directly improve the supply chain performance, but also indirectly affect the overall performance of the supply chain by influencing the performance of other criteria. In the end, with regard to the ability to implement and prioritize, based on the greatest impact on increasing the supply chain performance, steps are being taken to improve the supply chain performance.
