One of the important factors in solving the economic problems of countries is the expansion and development of investment, in addition to investment development, increasing investment efficiency is one of the most important issues. One of the topics that deals with the issue in a specialized way is a feasibility study, or a study before investing .This study seeks to answer two questions: First, is it feasible to implement the Technically ? And the other is whether the project is fundamentally economically feasible? Today, there are issues on the feasibility studies of projects in our country that either basically prevent or prevent such studies from being carried out properly, and conduct a standard study and study of bottlenecks and problems . The result of this approach will have an impact on decision making, which will cause failures in a variety of plans . Given the organizational structure of the Ministry of Defense and the support of the armed forces, whose products are in the two categories of defensive and non-defensive, with a wide variety and wide range of activities, to spend vast enormous economic resources in large measure through the creation or development of non-industrial projects Defensive defense is provided to support and support industrial defense plans. In this way, the feasibility studies of non-defense industrial projects of the Ministry of Defense are of great importance. The present study aims to identify the problems of the feasibility study of non-defense industrial projects in the Ministry of Defense, as well as to analyze and analyze the relationships between these factors. Therefore, in order to achieve this goal, past and past studies have been studied in different fields and in a wider area Subsequently, using two methods of qualitative content analysis and interpretive structural modeling (ISM) with interviewing tools and a questionnaire, comments by the Ministry of Defense experts have been examined. Since this research is inductive and exploratory, the data collection method is snowball, and the statistical population is 16 interviews, the last 3 interviews show theoretical saturation. The results of this research indicate that in the domain of the Ministry of Defense, there are 11 problems and obstacles to the feasibility study of non-defense projects, and based on the prioritization of these obstacles and their severity, their impact and their impact, management problems with The maximum impact power, the lack of attention to the allocation of costs for FS and the haste in the feasibility study with the maximum impact strength and two factors: government laws and regulations and the international environment have the least impact and impact on the feasibility study in the plans Non-defensive Ministry of Defense. This research is the first research to identify the problems and barriers of the feasibility study in the Ministry of Defense.
