Considering the increasing need of societies for the development of social infrastructure and infrastructure, as well as the weakness of governments to fund infrastructure projects, the use of financial strength and the ability to manage private sector has been important. The BOT Partnership Agreement is a long-term project-based project that is being implemented for large infrastructure projects based on the appropriate sharing of risks and resources between the two parties.
According to studies conducted to track the success of BOT projects, key factors have been identified by past researchers, and considering these factors during the project process increases the probability of project success.
In this research after identifying the success factors, 10 factors were identified as the most important success factors. Subsequently, a questionnaire with a paired comparison table was developed. The questionnaire was completed by experts on the construction of power plants and data were ranked in two ways by AHP and Friedman.
According to analyzes done by Expert selection software, the most important factors were identified by AHP's "Financial Power", "Favorable Legal Framework", "Strong Private Sector Consortium". But data analysis with SPSS software introduced Friedman's "Enabling legal framework", private financial strength, "strong private sector consortium" as key factors for the success of BOT projects.
