Today, the human factors planning for middle managers is presented as a controversial challenge. In the meantime, hospitals, which account for most of their costs for nursing salaries, need to have a proper planning to reduce costs than other service organizations. On the other hand, high workload in hospitals and a shortage of work force cause high work pressure and, as a result, increased fatigue and decreased productivity, leading to burnout in nurses. The assignment of different working hours on weekdays and at different hours of the day, and the addition of existing ones, can be the main cause of these problems. Therefore, the scheduling of nurses' shifting requires attention along with different constraints and parameters in order to solve the problems caused by shifting work time for nurses.
Therefore, the present study aims to design a model for planning the shift work of nursing staff with different levels of specialization and different work contracts, in which ergonomic criteria, required staff shift times, and cost parameter are considered. The information used in the presented model was collected by interviewing nursing experts, clinical governance and staffing experts, as well as personnel responsiveness to the MEQ (Morningness-Eveningness Questionnaire) questionnaire. The orthopedics section of Baqiyatallah Hospital in Tehran was studied and the final model was implemented by GAMS software, and finally, the program of work shift of all personnel according to ergonomic criteria, required staff shift times, hospital requirements and cost parameter rovided. In addition, some parameters of the model were sensitized. On the one hand, the proposed work-shift program can improve the efficiency and satisfaction of nurses on the one hand, and, on the other hand, reduce the effects of work-related miscarriages.
