Inter-organizational and networked collaboration have become a critical necessity among organizations that provide health services. It will not be possible to gain the benefits of collaboration networks without considering a proper model of network governance. There are different views to evaluate inter-organizational collaboration. Also, various factors affect the design of a proper network governance model in the health system. In this research, we first review the existing views on forming inter-organizational collaborations and creating value from them. By reviewing the existing views, the view of creating dynamic capabilities of inter-organizational relationships is considered as more important view. In the next step, using systematic literature review, factors that have influence on designing a proper model of network governance in the health system are discovered. In this step, 48 basic factors were identified that were categorized into nine major groups. Subsequently, using a focus group composed of specialists, we will screen the discovered factors based on two perspectives include creating dynamic capabilities of inter-organizational relationships as well as the importance of discovered factors. Subsequently, considering thematic analysis using existing literature the research hypotheses are developed. Then, using structural equations modeling, hypotheses and conceptual model of research are tested in the networks studied. This step has confirmed the impact of trust, commitment, opportunistic behavior and information sharing on collaboration and coordination as the main domains of network governance. But the impact of knowledge sharing on collaboration and trust on coordination was not confirmed. Finally, considering the hypotheses that have been confirmed, and considering the properties of the network governance mechanisms and structures, suggestions are presented for designing the governance model for the investigated networks.
