The importance of system survival as a permanent requirement of a system is obvious. In addition, many systems begin to work with a clear identity and mission, and are undergoing massive changes due to environmental pressures. Usually this is a major transformation to maintain the system's survival. The answer to the problem of maintaining identity and survival is only possible by having a strategic approach and system approach. Therefore, the proposed methods for problem solving should be the following two approaches. Among the system approaches, the structure and mechanisms of the system are based on an organizational cybernetic model. In this regard, the most important and most structured model is the Viable System model. So, first, you have to go to an approach that has discovered the mission and the identity of the system and the convergence of these goals, and then pursued that goal. In this regard, the methodology of strategic options development and analyzing has been used. Viable system model in the cybernetic approach, despite its rich scientific richness, still does not provide a specific mechanism for identifying problems and the structure between them, which requires the development and analysis of strategic options for this purpose in the structure of this model. A compilation of how these two methods are combined to do this is done in this research. Then, how to present a large institutional mapping in order to deal with the system of discovered problems. Finally, the developed multi-methodology on the system of science and technology is used as one of the key systems in the country and the strategic issues are discovered and the institutional mapping required to deal with them is presented.
