Human increasing demand of fossil fuels and decrease of available resources and enviromental pollution that jeopardises the creatures’ living on the earth, admires many of the reasearchers to find new and reproducible energy resources. According to limitation of available resources, if the usage trend of fossil fuels continus in its current order, many countries will face different enviromental pollution problems and it results a huge shortage in supplying raw materials. Our country, Iran isn’t an exception of these countries due to its increasing use of gasoline, so Iranian researchers strongly incline to find suitable alternative to fossil fuels. Biomass recently attracts a great attention of researchers as one of the most productive resources for bioethanol and green fuel production. According to Iran’s potential in farming and agriculture and its vast area of forests and pastures, this country can use agricultural wastes, useless forest timbers and dried leaves as an important resource of raw materials for green fuel production. Although biomass is one of the reproducible energy resources but it has many differences with other similar resources. Biomass can’t be considered as a single resource because it icludes a wide range of products that must be categorized exactly in order to be recognized. Different researches and organizations across the world have provided different categorization of biomass resources based on each research goal and its available enviromental data. This research’s goal is to expand the use of clean and green fuels with an approach consisting of designing green fuel supply chain and locating optimal areas for the Jatropha plantation as a biomass convertible to fuel, building factories in order to gather and convert this plant to a special oil and biomass production powerhouses, building distribution centers inside the chain and optimizing this supply chain that is based on biomass. This study consists of different economical and enviromental dimentions under the uncertainty condition that is one of the most important factors of the real world. In the first step, the potential of different areas of this country for planting Jatropha will be recognized and in the second step, the potential locations for implementing facilities will be detected. The government subsidy will be considered as a factor that encourages the farmers and producers to work on biomass production and will be injected to the mathematical model as an income factor. This model’s enviromental objective function minimizes the carbon emissions released from fuel burning according to the emission rate and the transportaion amount between the facilities. The results of this research indicate that using agricultural wastes as raw materials for bioethanol production, building bioethanol factory in order to compound it with gasoline for producing green fuel have economic justification in Iran and according to enviromental advantages of green fuel replacement in transportation system, green fuel can be a very good alternative for current fossil fuels.
