Crises such as natural disasters or human-made crises are devastating events that make the communities more prepared to deal with such incidents at the highest level. The magnitude and impact of crises has made this field highly respected by researchers. Conditions created during the crisis, such as severe demand for food and medicine, lack of relief supplies and resources, extensive destruction of civilian infrastructure, and the need for speeding up the service of victims of the crisis, require communities to identify best practices and methods for relieving access to limited facilities available. he does. A series of measures to prevent and mitigate the effects of a crisis is called crisis management. In this research, in the direction of strategic and operational planning of crisis management, a mathematical model has been developed that can be used to improve the crisis management processes. One of the immediate consequences emerges from the crisis is the injuries that should be treated quickly. After the crisis, several requests from different areas affected by the crisis are sent to health centers and they are requesting relief to the injured in that area. In this research, the classification of the injured and the consideration of a non-homogeneous relief fleet, including an ambulance motor, an ambulance, an ambulance bus and an air ambulance (helicopter), a model for determining the location of the transfer points or crisis niches, as well as the relief fleet routing for the transfer of victims to relief centers, it is developed. Also, different scenarios of the crisis, and consequently the place and type of injured, have been considered and modeled.
