Dual use are technologies and commodities (software or hardware) that can be successfully applied in both the military and civilian sectors with little or no change. In other words, commercial models are suitable for military applications and military models are suitable for commercial applications. In this study, after conducting comparative studies in three countries, USA, China and England, library resources, interviews and field research were identified using content analysis method, PESTEL and SWOT, 21 dual use strategies. Then, by presenting a questionnaire to22 experts, managers, and researchers in the field of military, marine and military industries, using the importance-performance analysis method, prioritization of identified dual use strategies in the field of maritime industry was performed. Determining the rankings of each strategy results from the (significance * importance –performance)). The strategy that has the most multiplication is ranked first. In this study, strategy ((aggravating the organizational structure and reducing the military bureaucracy)) is the first priority and strategy ((increasing the level of internalization of military equipment and reducing dependency abroad)) is the last priority for focus and improvement.
