رتبه بندي عوامل موثر در برآورد نادرست هزينه هاي اجراي پروژه هاي راه و فرودگاه در ايران

برآورد هزينه فرآيند پيش بيني، مقدار سنجي هزينه و قيمت گذاري مورد نياز براي يك طرح سرمايه گذاري مي باشد كه يكي از مهم ترين عوامل موفقيت پروژه مي باشد لذا در اين تحقيق عوامل تاثيرگذار برروي برآورد نادرست هزينه ها در پروژه هاي راه و باند در كشور ايران مورد بررسي قرار گرفته است. ابتدا با مرور منابع مرتبط عوامل مؤثر در برآورد نادرست هزينه ها در پروژه هاي عمراني در 3 دسته ي فني، اقتصادي و ساير طبقه بندي شد و سپس با بررسي بيشتر عوامل توسط خبرگان و بومي سازي عامل مديريتي نيز به عوامل فوق اضافه گرديد و پرسش نامه بر اساس اين عوامل طراحي شد. سپس، پايايي و روايي آن بررسي و پس از تاييد نهايي براي 100 نفر افراد صاحب نظر و شاغل در شركت هاي گريد 1 راهسازي ارسال گرديد و تعداد 60 پاسخ مورد بررسي قرار گرفت. در نهايت با تحليل پاسخ ها و استفاده از نرم افزار expert choice عوامل موثر بر برآورد نادرست هزينه در پروژه هاي راهسازي ايران شامل عوامل فني، اقتصادي، مديريتي و ساير رتبه بندي شد. در بين بيست عامل مورد بررسي، تورم در رتبه ي اول، تغييرات در حجم كار در رتبه دوم و محاسبات نادرست در برآورد اوليه رتبه سوم را اخذ كرد. در نهايت جهت پيش بيني سرريز پروژه مدل سازي با استفاده از شبكه ي عصبي مصنوعي انجام شد.

Ranking causes of wrong cost estimation in road and airport projects in Iran

Cost estimation is the process of prediction, cost analysis and pricing of an investment which is one of the main factors in the success of a . therefore in this research the factors contributing to the wrong cost estimation of road and airport projects in Iran. First by going through references, Factors contributing to wrong cost estimation in civil engineering projects were analyized and classified into three large factors; technical, economical and etc. and then with the help of experts, a forth large factor, “management” was added to the above mentioned factors and the questionnaire was made. Then the reliability and validity of the questionnaire was analyzed and the questionnaire was given to one hundred engineers working in grade one companies in road projects in Iran. Sixty questionnaires were answered and the data analysis was done using AHP method and geometric mean and using the “expert choice” program. In the end causes of wrong cost estimation in road and airport projects in Iran including technical, economical, management and etc. factors were studied. Between the studied factors inflation was the most important factor, the second factor was changing the project scope and the third factor was wrong calculations in the primary estimation. Eventually a model was made to predict cost overrun in a project.
