The purpose of performance evaluation is to have the same understanding of efficiency. Performance evaluation leads to the identification of the source of efficiency and inefficiency of different organizational units and helps managers in decision making and planning process. One of the most techniques for evaluating the performance of organizational units is the data envelopment analysis technique and its main purpose is to compare and evaluate the efficiency of similar decision-making units that have different input and output values.
Handicrafts can have positive economic, social, cultural and sometimes even environmental impacts; the role of Handicrafts in raising employment, national production, increasing per capita income, developing tourism, increasing cultural exchanges and many more is only part of these effects. In this study, 22 pottery and ceramic workshops in the province of Alborz have been evaluated in terms of efficiency by using a new approach in network data envelopment analysis with regard to undesirable output. According to a study carried out in the field of the carpet industry, and with the help of Handicraft's experts, 7 indicators, with regard to undesireble output were determined to evaluate the efficiency of workshops. Then, in order to successful efficiency assessment network data envelopment analysis with the weak link approach was used. Since part of the model was nonlinear and was not solvable in large dimensions with the Lingo software, the Particle swarm optimization algorithm (PSO) was used to solve the model. The results of the assessment show that 0.73% of workshops in the distribution and sales sector have lower efficiency than the manufacturing sector. According to an interview conducted with the workshop managers, the causes of lower efficiency of the distribution sector were identified and suggestions were made to improve the efficiency of the managers and artists.
