Nowaday, the most important challenges in most municipalities during execution of projects, is implementation of strategies which guarantees the success and durability of them in different environments. In this research, Marsden and Skidmore criteria are considered as a scale of choosing strategies in projects.
This research proposes a comprehensive framework to choose the best strategy in a project.
Firstly, a group of experts including managers and municipal ingineers extracted the strength points, weaknesses, threats and opportunities of projects using SWOT matrix. Then, an opinion poll was carried out about the criteria and also the level of criteria satisfaction rate using the extracted strategies and linguistic scale. These strategies were divided into four perspectives such as financial, customer, learning and growth, and internal process through BSC. Strategies in the House of Quality are as “Whats” and Marsden and Skidmore criteria are roling as “Hows”.
And finally, the best strategy in project was extracted by Fuzzy Screening method.
