Nowadays, with everyone looking for development and modernization, using the experience of leading development is rational, and the basis of this experience of evaluation, planning and training is right in the realm of culture. These days we are looking for a way to reduce our dependence on oil to reduce the damage to growth and development caused by sanctions and threats. In the present century tourism has become an essential element for countries with the potential to progress towards modernity. Our country is also one of the ten countries with tourism resources that can open a new chapter for our country by changing the look and control of the damages caused by its development.
The study was conducted in three phases. In the first and second phases, using a questionnaire approved by the experts, it examines the strengths and weaknesses of the tourism industry and confirms the impact of negative cultural effects on the tourism destination due to the current management type in the Iranian tourism industry. The final phase, using interviews with experts and then using a questionnaire approved by experts, provides a model to solve the problem of post-growth stagnation in Butler's model, which results in a permanent development in tourism destinations. Throughout the path, the research hypotheses were modeled using Structural Equation Modeling (PLS) based on SEM. The reliability and validity of the proposed model are well-suited to the measurement models. The final result of the model study consists of four main factors and one moderating factor. Performance evaluation of the tourism destination that evaluates all aspects of the destination, including destination management with extracted data from the performance evaluation and new planning for the destination, empowerment of the destination in all dimensions and for The development of all resources, the competitive advantage that represents the degree of progress and effectiveness of the destination, and a reinforcing and moderating factor affecting destination empowerment. All four of these factors provide a permanent cycle to maintain and develop the destination's competitive advantage.
