Nowadays and in today's world many investments are made by different countries and companies in the world in order to make smart. Most cities and towns around the world are trying to make their city a smart city. In the present study, the question is whether such projects should be implemented in the country in a descriptive, explanatory and analytical way. How do subscribers view this as the end consumer? And what is the appropriate strategy in this regard? He has responded by studying various documents and articles and books and field surveys.
On the other hand, in the second plan of the Administrative System Reform Roadmap, which is based on the general policies of the administrative system, written by the Supreme Leader (Supreme Issue), the development of e-government and administrative intelligence is also mentioned. Given the definitions of sustainable development and sustainable urban development, it can be realized that in order to improve processes, reduce traffic, reduce pollution, reduce deforestation and thus preserve the environment, smart cities should be started.
According to the Department of Water's vision for the Ministry of Energy, where stakeholders are involved in the study, implementation and operation of water projects, upgrading customer-oriented systems and protecting the rights of subscribers by utilizing new technologies. Therefore, in this study, using the Kano model, an attempt has been made to move towards this perspective. Then, using strategic planning tools such as PESTEL and SWOT analysis and using Quantitative Strategic Planning Matrix (QSPM) as well as analyzing the driving and deterrent factors, finally the appropriate strategy for dealing with this concept was identified.
