Poverty is one of the most important problems in the world. Informal housing is one of the most prominent forms of urban poverty, occurring in or near cities, especially in large cities. This phenomenon is a manifestation of the unmet need of housing and shelter for low-income groups. Because immigration is one of the main factors in creating informal settlements. Immigrants often come from villages or countries below the destination country to improve their living conditions and access facilities in major cities. In Iran, the issue of Afghan refugees is significant. Afghanistan has witnessed many wars and conflicts throughout its history. This has led to the emigration of many residents of this country. Since Iran and Afghanistan have many cultural, religious, social and emotional ties, they are closer than any other nation. Afghans living in Iran with an Afghan identity will also become self-sufficient in Iranian culture and society, and this will lead to cultural closeness and mixing in Iranian society. On the other hand, they will face an identity crisis in the face of the new society. The purpose of this study is to design a model for the paradoxical social problem between the people of Iran and Afghanistan and ways to solve this problem. This research has a qualitative approach and we have achieved the obtained results by using the research method of the Foundation's data theory (Grant's theory). For this purpose, we conducted a semi-structured interview with 23 Afghans living in the Shamsabad brick kiln area of Tehran and two educated Afghans in order to gain the desired theory by codifying concepts through coding and in the next steps of the research method.
