The city region is one of the emerging phenomena of the twentieth century, which has broader and more complex dimensions than the metropolitan region and conurbation. These areas are associated with the three main pillars of formation, range determination, and transformation. Each influenced by the interaction of different forces and factors over time. Depending on the requirements of developed and developing countries, these factors have different effects on the process of formation and transformation of the city regions. In the first place, this research strives to analyze the concept of the city region by clarifying the process of formation and transformation of world city-regions. After defining a semantic framework for the city region, the study put effort to recognize national (IRAN) city regions. Moreover, it provides teachings for the planning and management of these city-regions. Identifying the factors affecting the formation, transformation, and range determination of the city regions is the main aim of the current study. Moreover, it has four specific goals that seek to answer the following questions: • At what stage of the process of the formation is the Tehran metropolitan region? • How far does the Tehran city region continue? And where are the cores? • Where is the Tehran city region transformations process going? • What is the suitable framework for planning the process of formation and transformation of city regions in Iran? Thus, the current study develops indicators in the framework of practical factors. Therefore, it struggles to notch up the goals by using quantitative and qualitative methods. The main research findings are as follows: • The process of formation and transformation of the city regions is a non-linear process influenced by nine factors of formation and ten factors of transformation. On the other hand, seven factors affect range determination. • Tehran metropolitan region, as the core of the city region, is in the stage of fusion. The Tehran city region consists of 33 cities in the provinces of Tehran, Alborz, Mazandaran, Semnan, Qom, and Qazvin. • There are four possible scenarios for the Tehran city region, which are the golden scenario, the scenario of trying to improve, a move to declining, and decadence. • Factors and indicators affected in the three pillars of formation, range determination, and transformation. They have been adapted according to the data and conditions of Iran and can be used in other Iran metropolitan regions by using the proposed methods.
