Today, the supply chain of agricultural products is considered as one of the main bases of food production and rice has an important and strategic position attention to the place of rice in the food basket of the people. As a result, its chain planning and supply chain management is one of the most important needs of Iran. In this thesis, we have tried to cover all stages of rice cultivation from agricultural fields to the market. For this purpose, a three-stage framework will be presented, which will first identify and categorize suitable areas for rice cultivation. In the second stage, using the optimization model, the rice cultivation pattern will be in order to maximize farmers' profits by considering the conditions of uncertainty and finally optimizing the supply chain network using the mathematical model. In the first part, to classify the areas of Iran in period of suitability for rice cultivation, the integration of GIS with the best-worst method is used and as an input to the second part, the optimization model to determine the pattern of rice cultivation will be presented. The multi-stage random optimization approach will be used to determine the type of rice and suitable cultivation method and to consider the climatic conditions in all periods, and the climatic conditions in each period are divided into three scenarios: very suitable, suitable and unsuitable. The amount of rice harvested in the second stage will be used as the input of the rice supply chain network design model. In this stage, a two-stage stochastic planning model is used to consider the changes in the amount of rice harvested in the second stage model. At this stage, suitable locations for the construction of silos and the amount of rice import required in each period will be determined. The application of the model has been investigated in a case study in Iran. As a result, it has been observed that most suitable areas for rice cultivation are located in the north of the country and part of western Iran and the cultivation pattern is suitable for most farmers. They harvest more rice. The suitable time for maximum imports in the fourth period, which is the longest distance from the harvest season to minimize losses to farmers.
