The increase in the number of natural and man-made disasters in recent years and the many damages caused by these disasters have caused the scientific community in the field of crisis to do more research in these years Therefore, it is not surprising that such an issue has caused a great deal of effort in the scientific community.Unexpectedly, direct access to all affected areas is usually not possible, and if proper planning is not done, there will be chaos, waste of time, money and facilities, and in this case, the lives of many people may be endangered. It is the job of proper management in times of crisis.
In the event of an accident, providing relief to the affected areas in a timely manner and through efficient routes will reduce casualties and damage, and of course it is not easily possible, so this issue has received more attention in recent years. One of the concerns of the officials and those involved in the organizations responsible for dealing with unexpected events is the coordination of activities and the maximum use of resources in the shortest possible time. The arrival of support groups takes time, which has a direct impact on the use of the golden time of rescue under the rubble. In an accident such as an earthquake, the most important priority is to save the lives of the injured and treat them, along with providing food, shelter, health and safety for the survivors, and crisis management is the first priority at the time of the accident. This dissertation tries to place the major studies of articles conducted in the field of routing and scheduling in the crisis response phase. To achieve these goals, a new mixed integer linear programming model is proposed. In the model of a simultaneous scheduling routing network for the distribution of relief items with disruption in the distribution centers, the objectives of which include reducing the total arrival time of relief items .To the affected areas and maximize the satisfaction of the affected areas. To solve this model, the exact method has been used and to show the efficiency of the proposed model and algorithm, the results of solving various problems have been reported. The flooded areas of Ahvaz city in Khuzestan have been selected as a case study, the model has been implemented on it and the results have been stated.
