Choosing the right technology and transferring it in the best possible way has countless operational and strategic benefits to the organization. Therefore, the availability of a step-by-step and tangible approach that the organization, managers of the R&D department, and other stakeholders easily use it in uncertain conditions, is of particular importance. To the best of our knowledge, a model such as the one presented in this study has no precedent. Applying the proposed model, organizations and companies will be able to control the uncertainty in all three stages of data collection, data itself, and the evaluation method. Accordingly, in this research, first of all, using previous studies, and the experts' opinions, the evaluation criteria of technology and the technology transfer (TT) methods are developed. Then, we present a dual model for the simultaneous selection of technology and its TT, which also has the capability of determining the optimal allocation, using combined decision-making methods on gray systems. This model was applied into a case study of drilling bits for National Iranian Oil Company (NIOC). The statistical population of the study was experts of NIOC in the field of TT and drilling bits, which all were interviewed and participated in the focus group and also formed the Delphi panel. According to the results of the research, the oil industry managers should pay close attention to the foresight, domestic and foreign policies, infrastructural factors, and Indigenous and environmental factors (restrictive factors). The study considered four scenarios including lifting sanctions, full sanctions, establishing the Instrument in Support of Trade Exchanges (INSTEX), and circumventing sanctions. Foreign investment TT method was selected as the appropriate TT method. Also, Based on solving the mathematical model in the lifting sanctions scenario, and while choosing the foreign investment TT method, Volgaburmash (VBM), Smith Bits, and Varel Oil & Gas Drill Bits were selected as the best suppliers, respectively. Also, in order to estimate the optimal selection pattern while selecting technology and its transfer method for drilling bits, the goal programming model and BWM were used, which outputs confirmed the results obtained by solving the mathematical model. Moreover, it can be assured that in the third scenario, which is the most probable scenario based on the experts' opinion, technology transfer from multinational or European countries should be neglected, and TT from Chinese companies should be considered.
