The main water issues in Iran is not a "water shortage crisis", but a "water management crisis". Water governance has always been a matter of interest in recent years. Lack of "Public participation" is an important elements that aggravates water shortages in Iran and turns it into a serious problem. Without upgrading the position, promoting the role and contribution of people in the water planning and management system, water issues will not have sustainable solutions. At this point, the concept of "open governance" touches on water issues. The basis of open government is a mechanism that ensures real and effective public oversight. Open governance is intertwined with the concepts of "transparency", "participation", "collaboration", "trust" and "accountability". In the present study, as the first study on topic of open governance in the water sector, the grounded theory method has been used and based on the water challenges and issues, a framework including 8 executive steps is provided to achieve open water governance. These series include: "discourse making", "policy coherence", " redesign and update water statistics systems (incl. data production, collection and processing)", "water information database creating", "dissemination and gaining free access to water statistics and information", "establishment of the water regulatory authority" ,"stabilization of the legal status of people and non-governmental organizations in the water management" and "recognition of the water basins and catchments as natural units of water resources management".
