Lack of doing optimal feasibility analysis and in general the conceptual phase of public construction projects, leads to the unsuccessful projects selection and causes a huge waste of the country’s limited resources. Too many of plans and public construction projects for the country are suffering from surplus cost and time, which their feasibility analysis process and their priority assessments are in an aura of ambiguity. Therefore, this study is attempted to evaluate feasibility analysis process in the public construction projects in Iran. For this purpose, an optimal comprehensive method was developed, which included the minimum required steps in the conceptual phase of public construction projects that was represented according to the latest researches, authentic sources, experts’ approval and used as a criterion for this assessment. After evaluating the feasibility analysis process and selecting the public construction projects in the country, the findings represented by the questionnaire and case studies. Results of the present study showed that there is a huge weakness in the phase of public construction projects in the country. This evaluation was developed based on the selection process of 5 public projects and distributing questionnaire among experts in this field. Statistical tests were used to achieve these results. According to studies، at this stage of public construction projects، 48% of the necessary actions are not implemented for the success of the project and also implemented processes don’t have correspond relative overlap by considering the minimum optimal actions. Finally, both weaknesses and strengths of this process in the country and also their limitation were presented in this research to improve this phase, regarding to the analysis. A fault tree analysis was mapped out to illustrate the most essential factors of weakness in the conceptual phase of public projects and it’s impact on the success of the project
