در ساليان اخير استفاده از نمودارهاي كنترل آماري براي پايش و كنترل شاخص‌هاي عملكردي حاصل از روش مديريت ارزش كسب‌شده روندي روبه رشد داشته است. با اين حال، غالب تحقيقات انجام شده در اين خصوص، بدون توجه به تفاوت‌هاي بين محيط پروژه و فرايندهاي توليدي، نمودارهاي كنترلي كه براي پايش و كنترل مشخصه‌هاي كيفي در فرايندها طراحي شده‌اند را براي اين كار استفاده كرده‌اند. در اين رساله، با توجه به ويژگي‌هاي منحصربه‌فرد هر پروژه، به توسعه مفهوم كنترل پروژه آماري مي‌پردازيم. در اين خصوص، يك نمودار كنترلِ مناسب‌سازي‌شده براي محيط پروژه ارايه شده كه در آن حدود/ناحيه كنترل در هر نقطه كنترل با توجه به تحليل يكپارچه ريسك هزينه و زمان‌بندي تعيين مي‌شود. همچنين، نمودار كنترل پيشنهادي داراي دوره‌هاي بازنگري پويا است كه در آن نقطه كنترلي آتي، ثابت و از پيش‌تعيين‌شده نبوده و با توجه به سطح فعلي عملكرد تعيين مي‌شود. به‌علاوه، با توجه به ماهيّت چندمتغيره شاخص‌هاي عملكردي و ارتباطات و اثرات متقابل هزينه و زمان، اين نمودار شاخص‌هاي عملكردي را به‌صورت همزمان مدنظر قرار مي‌دهد. همچنين، با استفاده از ظرفيت اعداد فازي جهت‌دار، روشي جديد براي برآورد درصد پيشرفت واقعي پروژه ارايه شده است كه منجر به سهولت و افزايش دقت بيشتر در اين كار خواهد شد. با هدف ارزشيابي عملكرد نمودار كنترل پيشنهادي، علاوه بر مطالعه موردي، يك شبيه‌سازي گسترده طراحي و اجرا شده است. نتايج اين شبيه‌سازي نشان مي‌دهد كه نمودار كنترل پيشنهادي در مقايسه با نمودارهاي رايج، علاوه بر پيشگيري از ارايه اطلاعات نادرست حاصل از عدم‌توجه به ويژگي‌هاي منحصر‌به‌فرد هر پروژه، داراي عملكرد خوبي در تشخيص انحرافات عملكردي پروژه در كمترين زمان است كه اين عملكرد، با استفاده از مفهوم دوره‌هاي بازنگري پويا بهبود نيز خواهد يافت.

Developing a Model for Statistical Project Control with Variable Control Limits and Adaptive Reviewing Intervals Based on Earned Value Management Observations

In recent years, the use of statistical control charts to monitor and control the performance indicators obtained from the earned value management method has been a growing trend. However, most of the researches in this area, regardless of the differences between the project environment and production processes, has used control charts primarily designed to monitor and control the quality characteristics of the processes. In this dissertation, the concept of statistical project control has been developed considering the unique characteristics of the projects. In this regard, a customized control chart for the project environment is presented in which the control limits/regions at each control point are determined according to the results of integrated cost-schedule risk analysis. Also, the proposed control chart has adaptive review periods in which the future control point is not fixed and predetermined but is determined according to the current level of performance. In addition, given the multivariate nature of performance indicators and the cost-schedule relationships and interactions, this chart considers performance indicators simultaneously. Also, using the capacity of directed fuzzy numbers, a new method has been proposed to estimate the actual progress of the project, which will lead more accurate results. In order to evaluate the performance of the proposed control chart, in addition to a case study, an extensive simulation has been designed and conducted. The results of this simulation reveal that the proposed control chart, in addition to preventing the presentation of incorrect information resulting from not paying attention to the unique features of each project, has a good performance in timely detecting project performance deviations. This performance will also be improved by using the concept of adaptive review periods.
