نظام حمل و ‌نقل به عنوان بخشي از فعاليت‌هاي شهري، بيان‌كننده پويايي و حيات مجموعه شهري است.مدتي است كه برنامه‌هاي جامع حمل ‌و ‌نقلي تعدادي از ايستگاه‌هاي راه‌آهن در ايران بر پايه شهرسازي ريل‌‌پايه مطرح شده است.اين موضوع حاكي از اهميت حمل‌ و نقل ريلي در توسعه شهرها و رواج اين نوع توسعه در طرح‌ و برنامه‌ها است.شهرسازي ريل‌‌پايه مي‌تواند با توجه به درنظرگيري شاخص‌ها و ملاك‌هاي توسعه حمل و نقل محور، سبب باززنده‌سازي ايستگاه‌ها از نظر اقتصادي، اجتماعي و حتي زيست‌محيطي شده كه به اطراف و حومه ايستگاه‌ها نيز گسترش پيدا خواهد كرد.اخيرا شهرسازي‌ ريل‌پايه در ايران به عنوان راهي براي توسعه حمل و نقل‌ عمومي و توسعه ايستگاه‌ها كه بستر بالقوه‌اي براي رشد هستند؛ اهميت پيدا كرده است.يكي طرح‌هاي توسعه مبتني بر شهرسازي ريل‌پايه، ايستگاه راه‌آهن شهر زاهدان است.باتوجه به اينكه عوامل موثر برتحقق‌پذيري هر طرح مي‌تواند در پيشبرد آن تاثيرگذار باشد؛ در اين پژوهش نقش كنشگران به عنوان يكي از مهمترين عوامل تاثيرگذار در اجرايي شدن طرح ايستگاه راه‌آهن شهر زاهدان مورد بررسي قرار گرفته است.دليل اهميت نقش كنشگران، قدرت آنها در تغيير مسير اجرايي شدن طرح‌ها است.اين مسئله در طرح راهبردي ايستگاه راه‌آهن زاهدان نيز صدق مي‌كند.به گونه‌اي كه ديده مي‌شود يك‌سري از اولويت‌هاي پيشنهادي براي اين ايستگاه با اصول توسعه حمل و نقل محور به عنوان مبناي اجرايي شهرسازي ريل پايه مطابقت ندارد.بنابراين هدف اصلي در اين پژوهش، شناسايي كنشگران متولي حمل و نقل ريلي در طرح راهبردي ايستگاه راه‌آهن زاهدان و سپس اولويت‌بندي آنها بر اساس ميزان مداخله است.روش پژوهش در اين مطالعه كتابخانه‌اي، اسنادي، پيمايش ميداني و همچنين استفاده از مدل تحليل شبكه با استفاده از روشANP در نرم افزار سوپر ديسيژن به منظور ارزيابي ميزان تاثيرگذاري اين كنشگران است.در نهايت كنشگران متولي حمل و نقل ريلي در طرح راهبردي زاهدان شناسايي شده، بر اساس ميزان اثرگذاريشان اولويت‌بندي و حوزه مداخله هركدام مشخص شده است.

Evaluation the role of rail transportation stakeholders in achievement of rail base urbanization (Case study: The railway station of Zahedan strategic plan )

Transportation system as a part of urban activities indicates the dynamism and life of the city .For a while,the railway stations comprehensive plan in Iran have been proposed based on TOD .This indicates the importance of rail transport in the development of cities in plans.According to the criteria of transportation development , TOD can help revitalization the stations from the viewpoint of economic , social and even environmental which will extend to the surrounding and suburban areas . Recently, rail based transportation Iran has grown used as a way to develop public transport and to develop stations that are the potential for growth.One of this rail based transportation plan is for zahedan railway station . In this research , the role of actors as one of the most important factors affecting the implementation of railway station design in zahedan city is investigated .The reason for the importance of actors role is their ability to change the implementation route . This subject is also true for the strategic plan of zahedan railway station .Such a way that some of the proposed priorities for this station are not compatible with the principles of transportation development as the executive basis of TOD. Therefore , the main objective of this research is to identify the actors in the strategic plan of zahedan railway station and then prioritize them based on the rate of intervention . The research method in this study is documentary , local survey as well as the use of network analysis model using anp method in super software software in order to identify the actors and to evaluate the impact of them. Finally , the actors who are responsible for rail transport in the strategic plan of zahedan were identified based on their impact , prioritization and intervention .
